2. Goals and Purposes of the Competition FOUNDERS AND ORGANIZERS OF THE COMPETITION Ministry of Culture of the Russian Federation
1. General Information 1.1. The competition is organized by the Federal State Budget Institution of Higher Education 'Perm State Institute of Culture'. 1.2. The Organizing Committee is appointed by the Competition Organizer. 1.3. The Jury of the Competition is appointed and approved by the Organizing Committee. 1.4. The auditions will be held on October 1–6, 2017 in Perm. 2. Goals and Purposes of the Competition 2.1. To maintain and develop the educational system in the field of culture and art, to discover and support young talented musicians, to raise the level of professional training for specialists in institutions of secondary and higher education in the domain of culture and art, both in Russia and abroad; 2.2. To contribute to artistic and aesthetic education of the younger generation; 2.3. To stimulate the creative growth of young talented people and inspire them to enhance their performing skills; 2.4. To promote Russian cultural legacy and the achievements of Russian bow string performing school; 2.5. To establish and develop creative connections between educational institutions in Russia and abroad; 2.6. To share and spread the leading specialists’ experience in performing on bow string instruments; 2.7. To develop the traditions of the music culture in the Perm Territory. 3. Competition Rules 3.1. The competition is open to Russian students and students of other nationalities currently studying at educational institutions of pre-professional supplementary education for children and to students of middle professional schools and high schools in the field of arts and culture, no older than 25 years. 3.2. The age of the candidates is defined as per October 1, 2017. 3.3. The auditions will be held in the following nominations: «Violin» «Viola» «Cello» 3.4. The candidates are allowed to perform the repertoire required for a higher age category on the condition that they perform it in full. Nevertheless, they will compete within their own age category. 3.5. The candidates must perform all the works from memory. 3.6. The candidates are required to bring their own piano accompanist to perform the repertoire. If necessary, the Organizers will provide a qualified accompanist for an extra fee if a respective request has been sent by the candidate beforehand. 4. Procedure 4.1. The Competition will include 2 rounds. 4.2. No more than 60 candidates will be selected to participate in Round 1. 4.2.1. The contestants will be selected by the Jury appointed by the Organizing Committee of the Competition based on the results of the preselection (preselection includes checking the application documents and viewing the video recording of the candidate’s performance). 4.2.2. To take part in the preselection, the candidates must provide a link to the video of their performance uploaded to one of the following services: GoogleDisk (www.google.ru/drive/), Облако@mail.ru (cloud.mail.ru), Yandex.Disk (disk.yandex.ru). 4.2.3. Candidates admitted to the 1st round will receive an invitation by e-mail no later than May 20, 2017. 4.3. Rounds 1 and 2 of the Competition will take place from the 1st to the 6th of October 2017, in the premises of the Perm State Institute of Culture. 4.3.1. No more than five performers will be admitted to Round 2 in each nomination and age category. 4.3.2. Round 2, as required by the repertoire, will include two performances: 1) performing with piano accompaniment, 2) performing with an orchestra. 4.3.3. As an orchestra takes part in the auditions, the 2nd part of Round 2 will follow a particular schedule (including a rehearsal with the orchestra and the performance itself). 4.4. The order of performances will be established by drawing of lots and will remain the same up to the end of the competition. 4.5. Auditions in Rounds 1 and 2 are public. 4.6. Alterations to the candidate’s repertoire are allowed upon the permission given by the Organizers. After the drawing of lots, the programme cannot be altered. 4.7. If the candidate’s repertoire does not meet the requirements of the competition, the candidate will not be allowed to take part in the auditions. 4.8. The decisions of the Jury are legally final and cannot be reconsidered. 4.9. The Jury reserves the right: 4.10. The members of the Jury whose students take part in the competition may not participate in the voting procedure and discussions concerning their own students. 4.11. All the competitors will be awarded diplomas, recognition letters and certificates. 4.11.1. The candidates not admitted to Round 2 will be awarded certificates for their participation in Round 1. 4.11.2. The participants of Round 2 will receive the titles of laureates and diploma winners, souvenirs and special prizes. 4.11.3. The teachers of all the contestants will receive recognition letters from the Organizing Committee for having prepared the candidates. 4.11.4. The teachers of the diploma winners will receive honour certificates from the Organizing Committee. 4.11.5. The teachers who have prepared the laureates winning the 1st, 2nd and 3rd place awards will receive an international competition diploma for their teaching mastery. 4.11.6. Piano accompanists of the competition laureates will be awarded a diploma 'For mastery in accompaniment'. 4.11.7. For the best performance of the competition programme among the contestants in the senior age category, the winner will be awarded the Grand Prix and a monetary prize. The Grand Prix award will be paid in rubles, with deduction of taxes applicable on the territory of the Russian Federation. 4.12. The video and audio recording of the competition events is forbidden without a prior permission given by the Organizers. The Organizers reserve the right to broadcast concerts, workshops, auditions and other competition events on the radio and television, as well as the exclusive right for audio and video recording of the competition. The Organizers will have the right to share and promote the recorded materials without paying additional fees to the performers. 4.13. The Competition laureates shall perform in the Gala Concert (the performance is not paid). The programme of the concert will be put together by the Competition Organizers and approved by the Jury. 4.14. Concerts, creative meet-ups, lectures and workshops given by the Jury members may take place during the Competitions. 4.15. The arrival of the candidates, registration and drawing of lots is scheduled for October 1, 2017. 5. Participation Rules 5.1. To participate in the competition, it is necessary to submit a completed application form (Attachment 1) no later than May 1, 2017 by e-mail to the following address: kultkonkurs@mail.ru with an indication “The Magic Bow” («Volshebnyi Smychok»): 5.2. The application form (Attachment 1) should be completed as a separate file (Microsoft Word format, .doc or .docx) for every nomination and every candidate. 5.3. Together with the application form (Attachment 1), the following documents must be submitted: For minors, the Consent to process personal data of the candidate must be signed by their legal representative (as per the Federal Law 152-FZ “On personal data”). 5.4. Applications that do not contain all the required documents will not be accepted. 5.5. If the candidate withdraws his application, the documents and the payment for supplementary educational services (workshops) will not be returned to the candidate. 6. Financial Conditions 6.1. Each candidate will take part in the events related to supplementary educational services (workshops). The cost of supplementary educational services (workshops) must be paid to the cash department of the Institute at the moment of registration or transferred to the bank account of the Institute prior to October 1, 2017 with the following indication: “Payment for supplementary educational services, surname, name, patronymic name of the candidate”: 6.2. Banking Details for Wire Transfer: 6.3. All costs related to the candidate’s participation (including expenses of the candidates, their teachers, piano accompanists and parents) shall be paid by the institution responsible for the candidate’s application or by the candidates themselves. 7.
